Contribution Limits

There are no contribution limits in Virginia. Any individual, corporation, union, association or partnership can donate an unlimited amount of money to a single candidate in 2021.1

Definition of “contribution”

Money or service of any amount, and any other thing of value, given, advanced, loaned, or in any other way provided to a candidate, campaign committee, political committee, inaugural committee or person for the purpose of influencing the outcome of an election.2

Collecting contributions

The best way to donate to a campaign is through the Sister District ActBlue page. If you accept cash, checks, or in-kind donations, you must obtain and submit the following donor information, regardless of the amount:

  • Name
  • Address
  • Occupation
  • Employer
  • Place of employment
  • Amount of contribution (fair market value if in-kind)
  • Date of contribution
  • FOR IN-KIND ONLY: Type of contribution (i.e. food, drinks)

You can find a digital reporting form for each candidate on the SDP website. Go to the page for the candidate the contribution was received for. You can fill out the contribution form online and it will be sent directly to the candidate’s committee.

Prohibition on contributions

No member of the general assembly may solicit or accept contributions during the regular legislative session.3

Unpaid volunteer time

The uncompensated time volunteers spend working for a candidate, i.e. stuffing envelopes, knocking on doors, etc., is not considered an in-kind contribution and does not need to be tracked or reported.4

Fundraisers

Volunteers may hold fundraisers for candidates without any limit on expenditures. However, all in-kind contributions and expenditures must be tracked and reported.

Raffles

Virginia does not allow the use of raffles as a fundraising tool for political candidates.5

In-Kind donations

An in-kind contribution is the donation of goods, services, property or anything of value that is offered for free or at less than the usual and normal charge, or payments by a third party for goods and services. In-kind contributions must be itemized in the same manner as cash contributions.6

Postcards

Reporting:
The cost of a postcard and stamp is an in-kind contribution and must be reported as such to the campaign. To do so, follow the instructions for submitting in-kind donations above.

Disclaimer
A disclaimer statement is required on all postcards sent for Virginia candidates through SDP. The disclosure statement must be “conspicuously displayed” and it must be in at least 7-point font.7 It must state as follows:

“Paid for by [name of person]. Authorized by [candidate name], candidate for [name of office].
