Kimberly Pope Adams is a lifelong Virginian, born and raised in Hopewell’s Five Forks area. The youngest of three daughters, she grew up in a hardworking family—her father was a union worker at a local chemical plant and her mother was a dedicated crossing guard. As a latchkey kid at just seven years old, she understood early on the challenges working families face. With determination and perseverance, Kimberly earned scholarships to attend Virginia Tech, where she developed a passion for financial accountability. She has since built a career as an accountant and auditor, ensuring transparency in state government. Her deep connection to the traditions and culture of the Tri-Cities fuels her passion for service, and that love for her community is the cornerstone of why she’s running to serve the 82nd District.

On the Issues

Safe Communities

Kimberly believes every Virginian deserves to live in a safe community. In the 82nd District, crime and violence have devastated families and neighborhoods. To address this crisis, communities must first know that their leaders are equally invested in their safety.

As delegate, Kimberly will work with community leaders, individual citizens, and law enforcement to establish innovative crime prevention initiatives, engage stakeholders to promote a law enforcement workforce that reflects the community it serves, and ensure state funding is allocated to adequately staff sheriff and police departments.

Education

Kimberly believes every child has the right to a free, quality public school education, and understands the need to both adequately fund K–12 schools and adequately pay educators. She hears the frustration of teachers and administrators, and knows how necessary it is to have a public school advocate in Richmond. Right now, the 82nd District’s per-pupil spending is below the statewide average in three localities, many students attend school in buildings well over 50 years old, and school systems are forced to resort to fundraising to pay for basic student needs. As delegate, Kimberly will work to increase funding for schools, modernize outdated facilities, and secure resources to ensure all students have the tools they need to succeed.

Reproductive Rights

Kimberly believes the government has no place in a woman’s health care decisions—all decisions should be made between the woman and her doctor. As delegate, Kimberly will protect reproductive rights and ensure women have access to the health care they need.

Economic Development

Kimberly believes effective economic development improves wages, increases the tax base, and helps communities shape their future. Every working family deserves the opportunity to achieve economic security and success. As delegate, Kimberly will work to secure adequate funding for job training in emerging industries, incentivize businesses to hire locally, encourage employers to invest in specialized training, and ensure education and workforce development are accessible to the community.

Food Insecurity and Food Deserts

Kimberly believes food insecurity is a harsh reality for many residents across the 82nd District. People in both urban and rural areas lack access to affordable, fresh food, and food deserts exist even in communities where agriculture is a vital part of the local economy. As delegate, Kimberly will actively pursue solutions to this crisis by promoting initiatives where local farmers sell their produce directly to public schools, and encouraging traditional grocery store retailers to invest in the community.

Why This Race Is Important

After losing by just 53 votes—the tightest Democratic loss of 2023—Kimberly Pope Adams is mounting a strong comeback in Virginia’s 82nd House District. A dedicated public servant and financial expert, she has fought for better schools, safer communities, and reproductive freedom. Winning this seat is essential for Democrats to expand their majority and continue pushing for policies that uplift working families.

HD-82 is 90 miles across, stretching from Petersburg and parts of Dinwiddie County in the west, partially covering Prince George County, and encompassing Surry County in the east, just across the James River from Williamsburg.

About the Opponent

Kimberly will be facing a rematch against Delegate Kim Taylor, a small business owner and delegate since 2021. In the district she is known for “not doing a lot,” having sponsored zero bills in the 2025 legislative session. Taylor presents herself as a moderate but voted against amendments to protect abortion rights, same-sex marriage, and restoration of felon voting rights.

Why Virginia is important

After flipping the House of Delegates in 2023, we must protect our Democratic majority to continue safeguarding democracy, especially with the growing threats coming from the federal government. Keeping our majority ensures that Virginia remains a firewall against right-wing extremism and a leader in expanding opportunity, protecting freedoms, and defending democracy. 

With recent Democratic victories in special elections and shifting political momentum in our favor, we are well-positioned to win in key swing districts that will maintain our Democratic control of the legislature. This election is our chance to solidify Virginia as a stronghold for democracy, protect fundamental rights, keep the Commonwealth moving forward, and create palpable momentum for Democrats in the 2026 midterm elections.

In addition to all 100 House of Delegates seats being up for election, Democrats also could take back the executive branch of the Virginia state government! Former Congresswoman Abigail Spanberger is running to be the first female governor of Virginia, while there will be a contested primary on the Republican side between current Lieutenant Governor Earle-Sears and two former state legislative Republicans.
